<br />f <br />Munger &McClane Canyon Mines, o>?. 3 <br />We began the inspection at the mine otJice area and inspected all the disturbed areas up the <br />canyon to and including the portals/main mine facility area. Stops and observations of the <br />disturbed areas included the following: Topsoil storage area was stable and seeded fall 1999, and <br />the approved SAE is functional. The sediment pond was cleaned out last year and the <br />embankment and spillways were stable. The lower fuel storage area was lined with an <br />impermeable liner, and graveled. The lower equipment storage area is small and orderly. The <br />haulroad ditches and sumps are well maintained and culvert inlet/outlet areas were stable along <br />the entire road. At the main portal facility area, the intercepted drainages are culverted under the <br />constructed facilities pad. The inlets were clear and well maintained, and the outlet area was <br />stable. The channel at this outlet, including the inlet to the main culvert under the haulroad, was <br />clear. The main facilities area is small, and relatively orderly. The bypass diversions for surface <br />water runoff appear functional. Coal trucks were being loaded during the inspection. We <br />returned to the mine ofFce and observed the small berm which diverts surface runoff from the <br />west end of the parking lot through the approved SAE. Mr. Jenkel also discussed this area with <br />us, and the berm needs to be better defined to ensure runoff during a storm would be diverted as <br />designed, heary equipment crossing had impacted the berm. All appropriate signs and markers <br />are in place where required. This concluded the field inspection. <br />Mr. Matthews conducted a thorough records review for both mines at the mine office. Records <br />noted included the following: December 31, 1996, Proposed Decision and Findings of <br />Compliance (Permit Renewal No. 4) for the McClane Canyon Mine. Bonding and liability <br />insurance documents for both mines were reviewed and appear to be in order (Insurance expires <br />August 2000). Surface and ground water monitoring requirements including NPDES reporting <br />requirements are current and in compliance. April 2, 1998, Proposed Decision and Findings of <br />Compliance (Permit Renewal No. 3) document for Munger Canyon was reviewed. The annual <br />hydrologic reports for both mines were submitted March 13, 2000. The SPCC plan for the <br />McClane Canyon Mine is on file as required and dated January 2000. Sediment pond inspections <br />are current through 1999. This concluded the inspection. There were no off site impacts <br />identified at the McClane Canyon Mine during the inspection.
