Munger &McClane Canvon Mines, ma. 2 <br />We proceeded to the McClane Canyon Mine office where we identified ourselves and indicated <br />we would continue by first inspecting the Munger Canyon Mine. The primary focus of the <br />Munger Canyon inspection was to evaluate temporary cessation findings znd any offsite impacts <br />which might be occurring. According to inspection participants, the haulroad into this site and <br />the limited portal face up work done here was all completed pre SMCRA and the mine has <br />never commercially produced coal, nor has it been active under a permanent program permit. <br />The temporary cessation notification to DMG is dated January 17, 1984, and is outdated. Mr. <br />Matthews will request an updated notification during the July 2000 midterm permit review. Mr. <br />Matthews, myself and Mr. Jenkel reviewed and discussed a "Temporary Inactive Status Review <br />Checklist" which the Team agreed we would use as a guide on these special focus inspections to <br />help document past and present conditions, and future plans for these sites. The checklist is not <br />an official or approved permitting or inspection document, but simply a guide as indicated. <br />Please address any questions concerning the checklist to Mr. Matthews or myself. Mr. Jenkel <br />was provided a copy of the checklist, and we noted several questions and requests for <br />information which Mr. Matthews will follow up through the July 2000 midterm review process. <br />It appears from our discussions that the three portals were temporarily sealed during 1992 and <br />remain sealed. Mr. Matthews has notified the permttee that when the haulroad conditions allow <br />the three portals should be backfilled outby the temporary seals or otherwise treated to further <br />restrict access. Primary drainage control is adequate, and the approved SAE's are functional. <br />There were no offsite impacts noted from the portal area. There was a major storm event in this <br />area during 1997 and some evidence still of severe surface water runoff both on and off'the <br />disturbed azea(s). Mr. Matthews will address additional protection (seeding) of the soil materials <br />available on the site during the midterm permit review. The synthetic sleeves attached to the <br />haulroad culverts were inspected as were inlets/sumps along the road and they were adequate. <br />Mr. Matthews notified Mr. Jenkel about some necessary road ditch maintenance between <br />culverts 4 and 5 (rock falls), and a portion of the sleeve on culvert 4 needs repair. Mr. Jenkel met <br />us as we were leaving the site, and we discussed surface and ground water monitoring <br />requirements at the sites, Mr. Jenkel was conducting water sampling on both sites during our <br />inspections. There were no off site impacts noted at the Munger Canyon Mine. We collected <br />some information to help us evaluate the temporary cessation status of the site, and Mr. <br />Matthews will collect additional information during [he midterm permit review as noted above. <br />It doesn't appear there are any plans to activate the mine for any reason in the foreseeable future. <br />The Team will utilize all sources of information at the end of this evaluation year to conclude <br />our special focus study on temporary cessation. This concluded the special focus inspection. <br />We returned [o the McClane Canyon Mine and began our complete inspection there by <br />inspecting all the disturbed areas. The new permittee here, Loadstar Energy, lnc., notified the <br />DMG during December 1999 that coal production would resume at [he mine, and coal <br />production actually began approximately February 2000. Coal is currently being stockpiled at <br />the portal/main mine facilities area and a truck turn around is being utilized to haul coal to the <br />Cameo Power Plant east of Grand Junction just off Interstate 70. <br />
