<br />III. COMMENTS -COMPLIANCE <br />~~ <br />9= <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />hydroseeder with water. The water in the pond was milky but there was no discharge. <br />The operator will floc the pond before discharging. <br />There was no water in the north topsoil storage area pond. There was black water in the <br />train loadout pond but this pond does not dischazge into We river. The water is pumped <br />out and put into another pond. The operator is planing on the construction of a new <br />sedimentation pond at the train loadout. All of the other ponds had some water in them. <br />Refuse Piles <br />Material is being placed into the refuse pile extension. Sylvester Gulch shaft construction <br />muck and development waste were being placed onto the west side of the refuse pile <br />extension while pond cleanings were being placed at the east end. Reclamation operations <br />continue at the main refuse pile. No problems were observed at the Lone Pine Gulch <br />development waste pile. The azea was well vegetated. <br />The operator was hydroseeding many of the slopes and some of the subsoil and topsoil <br />stockpiles in Sylvester Gulch. Also, erosion stabilizing matte was being applied to some <br />of the slopes in Sylvester Gulch. <br />The only place where silt fence needed repair was at the lazge water tank location. The <br />fence had been disturbed by animals. All of the other silt fence that had been observed <br />were in good shape <br />There were no problems with fugitive dust at the mine site. <br />No problems were observed with any of the facilities. Work continues in Sylvester Gulch. <br /> <br />
