III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during <br />the inspection. Comments also describe any enforcement actions taken during the inspection and the <br />facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Edna Mine conducted by Tom Kaldenbach of the Colorado Division <br />of Minerals and Geology. Steve Leach of P & M Coal Company represented the operator. <br />AVAILABILITY OF RECORDS <br />All required records were available at the Routt County Courthouse. The records checklist is <br />attached. <br />SIGNS AND MARKERS <br />Mine i.d. signs were properly displayed at all three entrances to the permit area. <br />ROADS <br />The following roads were in excellent condition: North Road, Lower Moffat Road, West Ridge Road, <br />Skyline Drive, and access roads to Center Ridge and West Ridge ponds. <br />HYDROLOGIC BALANCE <br />The three lowermost ponds in the String of Pearls contained large pools of water. <br />Inslopes and embankments of the following three ponds were well-vegetated, were not rilled or Bullied, <br />and appeared stable: Moffat pond, the lowermost Center Ridge pond, and the two lowermost West <br />Ridge ponds. (These three ponds are approved as permanent.)
