yards of backfill from the 720 stockpile to be backfilled into the 720 Pit <br />annually, with no current backfilling schedule required for Pit 1. Mr. Patterson <br />indicated that 719,407 compacted cubic yards was backfilled from the 720 <br />stockpile to the 720 Pit for the 12 months of 1992 based on load counts. He <br />further indicated coal removal was completed from Pit 1 effective 1/21/93 and <br />hourly employees were laid off at the end of January. Two employees in <br />addition to Mr. Patterson were present on site during the inspection and the <br />mine appeared to be idle all week. <br />The morning of 4/1 we first met with Jerry Nettleton of ACZ Inc. in their <br />Steamboat Springs office and Mr. Nettleton provided us with permitting <br />information which was not available at the minesite. We requested the most <br />current backfilling and grading requirements from the permit renewal document <br />and were provided Section 816.100 Continued. ,Revised 04/20/90 ,page <br />number 816-124 aaaaaaaa 13 Pages). We asked inspection participants why <br />this section had not been updated for the permit renewal and they responded <br />that the section was considered adequate. This section states that upon <br />completion of mining in Pit 1, the existing equipment fleet would complete <br />backfilling of the 720 Pit in approximately 6.0 years at a rate of approximately <br />1.0 million BCY annually, and that backsloping and final reclamation of Pit 1 <br />would be completed concurrently with the final two years of backfilling in the <br />720 Pit. We expressed to the inspection participants, Mr. Nettleton, and Mr. <br />Patterson that it appears the permit renewal requires 1.0 million BCY annually <br />
