• h • <br />II. Compliance with Coloradu Surface Coal Mining Reclamation Act <br />Page 2 <br />4.05 Hydrologic Balance <br />Sediment ponds at the mine site were in good condition. There were no signs of discharge <br />from any of the ponds. The roadside ditch had been reestablished at the toe of the cut <br />slope of the haul road. <br />No evidence of correction of the straw bale check dam was apparent at the site. As this <br />structure no longer serves a purpose the order contained in the April 1982 inspection <br />report is recinded. In its place the Division requests Blue Ribbon Coal Company to <br />seed the entire area of the straw dike and the sediment pond embankments this fall. <br />4.06 Topsoil <br />No topsoil salvaging or redistribution acCivities are currently in progress at the mine <br />site. Vegetative cover of the topsoil stockpile below the mine bench is sparse, weedy, and <br />annual. The topsoil stockpile behind the coal stockpile has very sparse cover. Both of <br />these stockpiles should be seeded this fall. <br />4.09 Disposal of Excess Spoil and Undergrou~id Development Sdaste <br />There was no development cuaste located on the mine bench. Avery small pile of what <br />appeared to be roof rock and low grade coal was located at the eastern end of the truck <br />scale facility. The truck scale is not an approved disposal site. This material should <br />be hauled to the approved disposal site at the Red Canyon mine. <br />4.12 Slides and Other <br />A frequent problem at the Blue Ribbon mine is the tendency for mass movement. The Division <br />is concerned that it is not always informed of mass movement occurrences at the mine site <br />as required by Rule 4.12(2). Blue Ribbon is directed to ensure that John Gabossi and <br />other persons of authority at the mine site are aware of the responsibilities of Blue Ribbon <br />Coal Company regarding slides and other damage. <br />The Division is requesting that Blue Ribbon Coal Company develop a disposal plan for <br />material caasted by landslide or rock fall activity at the mine site. <br />4.15 Revegetation <br />Blue Ribbon Coal Company has recently planted seed along the roadway used in salvaging the <br />ventilation fan from the Old Blue Ribbon mine bench. Similar seeding should be performed <br />on pond embankments, the mine bench, and Copsoil stockpiles this fall. <br />5.02.4 Availability of Records <br />Marv Adams of Blue Ribbon Coal Company stated that public availability of records will be <br />provided at the Delta office of SJestern Associated Coal, P.O. Box 58, Delta, Colorado. <br />The street address of the Western Associated Coal Company office is at the corner of <br />1st and Columbia Street, Delta, Colorado. <br /> <br />
