There is no identification marker displayed <br />at [he truck scale facility. <br />The topsoil marker on the topsoil stockpile at the coal stockpile facility was not <br />inspected. <br />4.03 Roads <br />The haul road serving the mine bench was clear of landslide material. Material from <br />the recent slide or fall at the cut face of the Haul road had been pushed to the outslope <br />of the road and used to form a berm. Some of this material had fallen into the adjacent <br />undisturbed area. FThile this area is served by the sediment control system the Division <br />is concerned about the unnecessary increase in disturbance. In order to develop an acceptable <br />system for handling future rock falls in the permit area the Division is requzsting Blue <br />Ribbon Coal Company to prepare and submit a revision to their permit detailing storage or <br />disposal plans for future rock falls and landslides (See III Problems, Recommendations and <br />Compliance dates). <br />Abatement activities undertaken by Blue Ribbon Coal Company for iJOV 81-43 are complete. <br />A small ditch has been constructed to convey flow past the slump downslope of the road <br />and broadcast seeding of the reclamation seed mix, over the entire road surface_ has occurred. <br />While these actions met the terms of abatement they have not solved the problem. A slump <br />has Formed below the road and a potential for furti~er mass movement exists. <br />Since these problems were generated or aggravated by Blue Ribbon Coal Company and are within <br />the Blue Ribbon mine permit area as defined by the recent permit application Blue Ribbon Coal <br />Company remains responsible for the condition of the lands in question. The Division intends <br />to continue to inspect this area, to pursue mitigative actions where necessary, and to include <br />this area when considering bond release for lands affected by mining. <br />4.04 Support Facilities <br />All structures on the mine bench were in good condition. The coal stockpile facility has <br />been reduced in size and ditch works associated with this facility are in good condition. <br />The culvert from this stockpile to Sediment Poud 4 was being cleared during this inspection. <br />A 50 gallon drum is now in place on the mine bench for trash disposal. <br /> <br />
