Compliance :+•'th Colors do Surface Coal :iini.^.g Reclamation .ict <br />CRS 1973, as amended 34-33-101, et. sic., <br />and the <br />Rules and Recu_'atons Issued 2ursuant to the .pct <br />This includes a listing of the particular provisions of the regulatory program which were <br />examined during the course of this inspection, and identif_'es enforcement actions taken <br />during the inspection for :allure to comply with the Rules and Regulat_'ons, the Act and <br />the perm: t. <br />9.02 Signs and Markers <br />The mine sign at the entrance was clearly visible and had all information required. There <br />was no sign marking topsoil stockpile 'C' visible during the inspection. This is <br />understandable as the stockpiling of topsoil in this pile is an ongoing activity. It may ~ <br />be that a marker was in place but not noted during the short excursion around the pile. <br />4.03 Roads <br />All road surfaces, embankments, ditches and culverts were in good condition at the mine site. <br />The short section of county road accessing the mine road from County Road D~was in poor <br />surface condition . ~~~ <br />Z <br />4.05 Rydrolagic Balance ~ <br />All ponds and ditches are in good condition. Pond embankments are stable and all discharge <br />systems appear functional, except at Pond C which at present has no discharge system. <br />4.06 <br />Topsoil is currently being added to stockpile C from the stripping operations for the East <br />dum Salvage operations have been completed in advance of mining and in portions o~ <br />perman t East dump. Ditches have been constructed around each of the topsoil stockpiles. <br />The ditch around pile 'A' is blocked by dirt piled by the dozer doino the work at the <br />intersection of t~pile and the snow fence. This blockage must be removed. <br />4.09 Excess Spoil <br />The topsoil salvage operations at the site of the permanent East dump are in progress. No <br />other activities related to this dump are occurring at present. <br />4.28 Support Facilities not Located At or Near the Mine Site <br />The posts for the fenced exclusion to the load-out facility are all in place. The barbed <br />wire remains to be strung. ~ n ~~ <br />The_road formed by the dozer betwe'e`n the access road and the coal storage pad has been ripped. <br />Mr. Walt Ayers reports t a see ing as also been on con or evidence of 1oa ink <br />activities was visible at the load-out site. <br />5.02.4 Availabilitu of Records <br />NPDES, Emi ssi ons,and CMLRD permits were available at the mine office. <br />
