<br />r~ <br />Jim Stevens - 2 - August 29, 1990 <br />checked, and the site was checked for excessive erosion. All topsoil depths <br />were checked previously. The recently approved bond amount remains valid. <br />Trapper Mine (C-81-010) <br />The various 1990 inspections of this site will be used during the mid term <br />review to ensure that bonding is adequate. As of August 1990, the operator is <br />stripping topsoil in accordance with the approved plan, and mine pits are <br />located as approved. All structures are properly depicted on facility maps. <br />Topsoil redistribution is slightly behind the approved plan, but only by 20 to <br />40 acres. Agnew intends to submit additional bond if we decide that more bond <br />is required. Revegetation was monitored in June, July and August. Much of <br />the reclamation has been walked and excessive erosion does not seem to be a <br />problem. <br />During June, some topsoil redistribution depths were checked by Dan; however, <br />the remainder of the mine has never been checked by the Division. I will <br />still try to do some additional topsoil depth evaluation, but it may not be <br />possible to complete this task given recent personnel and workload problems. <br />The operation may be under bonded with regard to exploration activities. I <br />will complete a detailed bond calculation as part of the mid term review. <br />Additional field checks will probably not be needed, but I will keep you <br />posted of any complications. <br />Apex No. 2 (C-81-018 <br />This site was carefully checked during the July inspection. All structures <br />are properly shown on the facilities map, and the total disturbance is as <br />depicted within the various permit maps. The existing bond should be adequate <br />since ground conditions have not changed since the last renewal. However, the <br />upcoming mid term review will involve a detailed review of the bond, and any <br />necessary changes will be implemented. <br />Foidel Creek Mine (C-82-056)/Carpenter Pit (C-87-073) <br />I have assumed that the previous complete inspections have been adeouate to <br />satisfy the annual bond compliance inspection requirements for these mines. <br />Additionally, much of the work for the Twentymile Coal Company site has been <br />done in conjunction with the Colorado Yampa Coal Company inspections. The <br />upcoming Foidel Creek mine mid term review will check the bonding for the <br />site. I hope to have the Colorado Yampa Coal Company and Twentymile permit <br />obligations sorted by that time. <br />The Carpenter Pit bond will be easily reviewed if it has not already been done <br />this year. As of August 1990, most coal and most equipment was gone. The <br />August observations can be used for bond assessment if necessary, <br />Summary <br />I believe that the inspection observations from 1990, in conjunction with the <br />ongoing or upcoming mid term reviews adequately satisfy the annual bond <br />
