Barra, <br />Dnision Drceaor <br />This memorandum is written to update you regarding the 1990 anneal bond <br />compliance inspections for the above-referenced mines. <br />Eckman Park, Mine 1, Mine 2 (C-81-071) <br />Several of the inspections conducted during 1990 have been combined to meet <br />the annual bond compliance inspection requirement for this mine complex. The <br />mine is being reclaimed at this time. As of August 21, 1990, all areas except <br />a small portion of Area 51 have been backfilled. Grade cross-sections have <br />been submitted for most of the recently backfilled topography. To date, the <br />final topography closely approximates the approved plan. Topsoil <br />redistribution depths were checked during the July 1990 inspection. In fact, <br />all areas of topsoil redistribution have been checked, except those areas <br />where active redistribution is in progress (Area 51 ). Ri]1 and gully <br />management is being adequately addressed. Revegetation was monitored by our <br />staff in June and July of this year. Structures and disturbed area phasing, <br />as well as topsoil pile locations were checked during the August 1990 <br />inspection. <br />The operator is in compliance with all approved reclamation plans, and the <br />operation is probably over bonded at this time. The observations made during <br />this field season will be used during the ongoing mid term review. When <br />completed, the mid term review will establish an updated bond budget, and it <br />will attempt to separate the disturbance associated with the Colorado Yampa <br />Coal Company and Twentymile Coal Company permits. <br />Mine No. 3 (C-84-062) <br />A detailed inspection of Mine No. 3 was conducted during July 1990. The site <br />is in final reclamation, and the operator has already received approval for <br />Phase I bond release. All structures were inventoried, the topsoil pile was <br />
