Page 2) <br />MINE ID # OR PROSPECTING ID #: ~~-~ oRx-non <br />INSPECTION DATE: »(?~/.OS INSPECTOR'S INITIALS: ICAP <br />OBSERVATIONS <br />This inspection was conducted as part of the Division of Minerals and Geology's four-year monitoring <br />program. Present at the inspection were Kate Pickford, DMG, and Alton Hess, Sunnyside Gravel. <br />Weather at the time of the inspection was clear, calm, and approximately 50 degrees. <br />2. A sign is posted at the entrance to the site and the permit boundaries are easily identified in the field. <br />The site consists of an upper and a lower area. The upper area contains some stored materials, in the <br />form of PVC pipe, corrugated culvert pipe, stockpiled rock, trees and brush, some processing <br />equipment, and pallets of active beehives. The 55-gallon drums mentioned in the previous inspection <br />reports have been removed from the site. In the past, the operator graded the slopes to the north of <br />this area to reduce the required bond amount. According to the previous report, the slopes are <br />adequately graded. <br />3. The lower portion of the site consists of a flat area where inoperative processing equipment and a trailer <br />are currently being stored. The operator indicated that these items will be disposed of. North of the flat <br />area is a highwall, 25 feet high by 75 feet long, consisting of exposed gravel deposits. This is the material <br />that remains to be mined. According to the operator, mining should recommence at the site within the <br />next few years. Previous activity in recent years has consisted of removal of stockpiled material on an <br />annual basis. Mr. Hess stated that this year, he plans to remove and process some pit run material. <br />4. The topsoil reserved for reclamation of the site is stockpiled to the north of the permit boundary. <br />According to notes in the permit file, this material was stockpiled prior to permitting of the site and is <br />affiliated with pre-law activity. In reviewing the permit application, it is clear that the stockpiled topsoil <br />would be oriented north of the highwall at the site, but it was not clear that the stockpiles are located <br />north of the permit area (see problem 1, page 3 of this report). <br />As part of this inspection, a calculation of the bond amount will be conducted to determine whether <br />the current amount is adequate for reclamation. In an adequacy review response dated September <br />21, 1995 with regard to a technical revision submitted to the Division August 22, 1995, the operator <br />committed to restricting highwalls at the site to 15 feet high. The lower highwall at the site is currently <br />approximately 25 feet high.
