~~
MINE ID # OR PROSPECTING ID ~
INSPECTION DATE 3/28/00
(Psne S)
M-1989-029

INSPECTOR'S INiTIP.LS CLK
5) Reclamation problems: (pictures) That the reclamation is not yet complete, despi[e the completion of other, similar projects
in the area which were begun after the CAMAS operation begun.
Reclamation permits within the State of Colorado are open~nded and do not have an enforced end date for mining and
reclamation. As long as [he site is beine actively mined or reclaimed with no problems that would lead to permit revocation,
then the permit can remain active For an indefinite period of time. C.R.S. 34-32-1 16(7)(q), noted by the complainant merely
states that "upon termination of the entire mining operation and in accordance with the reclamation plan, each phase of final
reclamation shall be completed prior to the expiration of five years after the date on which the operator advises the Board that
such phase has commenced, unless such period is extended by the Board."
Pictures:
1) Picture of the pipeline near the concretelasphaltyiles, and the water pooling in the area.
2) Pictures of "dead [tees along the St.Vrain next to C& M".
3) Picmre of a fuel spill neaz a pump, as well as a small fuel tank which does not have proper containment.
4) Various other pictures of reclamation completed at sites under other opera[ors.
Water does pool in the area where the concrete and asphalt is stored, but no evidence of direct dischazge from this area to the
St. Vtain c:m be found.
No evidence of fuel spills was found during this inspection. One fuel tank inside the processing area (near the asphalt plant)
was not in tt berm, but Mr. Helm was not certain whether any material was being stored in is Testing of the tank and submittal
of the results to DMG should be done within 30 days, and if the tank contains fue] or waste material, it must be placed in a
berm or tank. (see PB2)
6) Future Mining Plans: That the permit had been amended several times, and there is apparently no end in sight; questions of
what will happen with the conveyor belt is to be installed; that CAMAS is currently negotiating for another permit.
Permits may be amended as many times as needed in order to comply with the Colorado Surface Mining Act and the
Construction Materials Rules and Regula[ions. CAMAS Co., Inc, is currently an operator in good sanding with the
Division of Minerals and Geology, and as such, may hold as many permits as they wish, provided they comply with all
applicable rules and regulations and post sufficient financial bond to cover the cost of reclaiming all the sites which they
have permits to mine and reclaim. An amendment to this permit will be submi[[ed by CAMAS for the conveyor belt in the
furore, at which point members of the public will be free to comment on the proposed corridor, and DMG will require that
the new azea comply with all applicable rules and regulations.
I & E Contact Address
NAME Mark Helm.
.F:.:_.TOR -CAMAS Co.
