III. COMMENTS -COMPLIANCE Mpri C"g~`~dri <br />~S~~a- ~~~ ~~ ~~ <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Marr Mine conducted by Jim Stark of CDMG. <br />The mine has been reclaimed and has undergone a Phase I bond release for the <br />entire site and a Phase !I bond release for the 720 Pit and Pit 1. The weather was <br />warm and overcast ground was dry. <br />Availability of Records: All of the records were available at the Montgomery Watson <br />Harza offices in Steamboat Springs. For more details on the records see the records <br />checklist at the end of this inspection report. <br />Signs and Markers: AIf of the necessary signs were posted at the mine site and <br />loadout (Mine ID signs, topsoil stockpile signs, permit boundary signs, etc.). <br />Roads: -The access road to the loadout was welt maintained and in good condition. <br />There did, however, appear to be a great deal of sediment washing onto the road <br />and just inside the gate from the recently reclaimed lumber mill that is adjacent to <br />the loadout. The Operator may want to contact the owner/contractor to see if <br />sediment control devices can be place by the road to keep the sediment off of the <br />vegetation. <br />-The permanent light use road (former haul road) that remains on the site is also well <br />maintained and in good condition. Some minor rutting remains on the road but it <br />does not appear to be a problem. There are no erosional problems on the road. <br />Hvdroloaic Balance: - Pond A was dry. The pond was well vegetated and in good <br />condition. <br />- Pond B was dry. The pond was well vegetated and in good condition. <br />- Pond C was dry. The pond was well vegetated and in good condition. <br />- Pond D was dry. The pond was well vegetated and in good condition. <br />- Pond E was dry. The pond was well vegetated and in good condition. <br />- Pond F was dry. It was well vegetated and in good condition. <br />- Pond G was dry. It was well vegetated and in good condition. <br />- All four of the permanent drainages (PDl and PD2 in the 720 Pit, PD3 in Pit 1 and <br />PD4, also in Pit 1) were well vegetated and in good condition. None of the <br />drainages showed any signs of erosion. <br />- The pond at the loadout was dry. The pond was well vegetated and in good <br />condition. <br />-The culverts under the remaining permanent light use road were clear and appeared to be <br />functioning properly. <br />- The Operator (and their contractor BD GeoEnvironmental Services) was in the process of <br />sealing the exploration wells in the North Lease area at the time of the inspection. According <br />to Brant Dennis (the owner), they had completed the sealing on all of the alluvial (shallow) <br />wells and 12 of the 25 deep wells (and they were working on the 13'").
