Colowyo C-1981-019 <br />27 March 2006 <br />Pg 3/3 -~ <br />Backfilling and Grading (cont): -The reclaimed portions of the East Pit are well <br />vegetated and appear to be stable. No erosional problems were noted. <br />-All of the highwall miner holes in the C-Seam of the East Pit have been filled in. As <br />noted in past inspection reports, the East Pit has been filled up to the B-Seam to the <br />eastern point where the B-Seam pinches out. Affer that point it is only filled up to the <br />C-Seam. <br />-The operator appears to have reached asteady-state operation in the West Pit. <br />Spoil from the current operation is being hauled and dumped in the northeast corner <br />of the West Pit. Much of the north portion of the West Pit (between the open pit and <br />the West Pit excess overburden stockpile - Hink's peak) appears to be graded at this <br />point. This area appeared to be stable at the time of the inspection. <br />Support Facilities: -The facilities area was in good condition at the time of the <br />inspection. No problems were noted with the area. <br />-The Gossard Loadout was muddy but it was also in good condition at the time of <br />the inspection, The coal stockpile is being built back up, as it has been very small the <br />past few months, <br />General Mine Plan Compliance: -The operator was currently removing overburden <br />from the E-Seam in the West Pit. <br />- The truck and shovel operation was currently working on the A-Seam of the West Pit. <br />- The mining at the Colowyo Mine appears to be progressing as discussed and <br />approved in the PAP. <br />Air Resource Protection: -The haul roads were dry and the haul trucks were causing <br />some dust but there was not a problem with fugitive dust at the time of the <br />inspection, <br />Excess Spoil: -The reclaimed portions of the West Pit spoil pile were well vegetated <br />and appeared to be stable at the time of the inspection. Runoff from this portion of <br />the pile goes into the West Pit pond. No erosional problems were noted of the pile at <br />the time of the inspection, The upper portion of the pile is truck-dumped spoil. This <br />part of the pile appeared to be stable at the time of the inspection. The reclamation <br />plan calls for the top 75 feet of this pile to be hauled to the West Pit to achieve AOC, <br />This is being further addressed in Technical Revision 63. A part of the unreclaimed <br />upper portion of the pile is being used as a storage and work area for mainly the <br />electric cable for the draglines and shovels. <br />- Streeter fill was well vegetated and appeared to be stable at the time of the <br />inspection. No erosional problems were noted on the fill. This pile has gone through <br />a Phase II bond release. The Streeter pond below, however, still receives runoff from <br />disturbed areas. <br />Overall, the operations and reclamation at the Colowyo Mine are being conducted <br />in accordance with the approved plans contained within the PAP. The operation is <br />doing a good job ensuring compliance with all of the Rules. <br />
