III. COMMENTS -COMPLIANCE / ''IGV-~ C "~lI -~r~6
PyYa IS'~safa2n0/ ~
Below are comments on the inspection. The comments include discussion of observations
made during the inspection. Comments also describe any enforcement actions taken during
the inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Marr Mine conducted by Jim Stark of CDMG. The
mine has been reclaimed and an application for a Phase I Bond Release for the Marr
Pit has been received and called complete by the Division. The weather was warm
and overcast and the ground was damp.
Signs and Markers: All of the necessary signs were posted at the mine site and
loadout (Mine ID signs, topsoil stockpile signs, permit boundary signs, etc.). There is a
sign on the side of the road by Pond G that has been damaged and needs to be
replaced.
Roads: -The access road to the loadout was well maintained and in good condition.
-The permanent light use road (former haul road) that remains on the site is also well
maintained and in good condition.
Hvdroloaic Balance: - Pond A contained a small amount of water at the bottom.
The pond was well vegetated and in good condition. There were six dead cattle in
or around the pond. These cattle need to be removed from the mine site. In a
conversation with George Patterson he indicated that they were trying to contact
the rancher and have the cattle removed.
- Ponds B and C were also dry. They were well vegetated and in good condition.
- Pond D contained water but was not discharging. The pond was well vegetated
and in good condition.
- Pond E contained water but was not discharging. The two culverts that run from the
outfall under the road are half full of sediment and need to be cleaned out. The
pond was well vegetated and in good condition.
- Pond F was dry. It was well vegetated and in good condition.
- Pond G was dry. It was well vegetated and in good condition.
-All four of the permanent drainages (PD1 and PD2 in the 720 Pit, PD3 in Pit 1 and
PD4, also in Pit 1) were well vegetated and in good condition. None of the
drainages showed any signs of erosion.
-The pond at the loadout contained water about one foot below the discharge
pipe. The pond was well vegetated and in good condition.
-There were several pools of water in the reclaimed loadout that are not draining to
the pond. There had been rain in the area daily for about the last week.
Revegetation/Reclamation Success: The entire mine site has been revegetated. The
Division proposed a decision to approve a Phase II Bond Release for the 720 Pit and
Pit 1, which became final on 5 August 2001 (there are no objections to the release).
The vegetation in the Marr Pit area is not as dense as that in the other areas but there
does not appear to be any problem with erosion.
