Elk Creek C-1981-02~ 9 August 2006 p9 2/2 Hydrologic Balance (cont.): - Pond A is a small, incised pond at the entrance to the mine, by the coal silos. The pond contained water approximately two feet below the discharge pipe and was not discharging at the time of the inspection. The pond appeared to be stable and there were no problems noted with the pond. - Pond F contained a small pool of water and was not discharging at the time of the inspection. The pond embankment was stable and well vegetated and no erosional problems were noted. The ditch to Pond F and the clean water diversion ditch around the Hubbard Creek fan site were both stable and appeared to be functioning as designed. No erosional problems were noted. Processing Waste: -All of the refuse and piles of dirt at the West Valley Fill have been spread. The pile appeared to be stable at the time of the inspection. The refuse that has been spread seemed a bit loose and additional compaction is probably necessary. There was no water pooled on the surface of the pile. - The reclaimed East Yard pile remains stable and well vegetated. No erosional problems were noted on the pile at the time of the inspection. Topsoil: -The Elk Creek topsoil pile was well vegetated and stable at the time of the inspection. No erosional problems were noted. - The topsoil by the Sanborn Creek fan was well vegetated and stable at the time of the inspection. No erosional problems were noted. - The topsoil on the reclaimed East Yard refuse pile remains stable, with no erosional problems noted at the time of the inspection. Support Facilities: -The Sanborn Creek fan site was stable at the time of the inspection. No erosional problems were noted. - The substation #3 pad was stable at the time of the inspection. No erosional problems were noted. - The Hubbard Creek fan pad was stable at the time of the inspection. No erosional problems were noted on the pad. The fan structure and the utility and water injection boreholes were all in good condition at the time of the inspection. - Both the Sanborn Creek and Elk Creek Mine facilities areas were stable at the time of the inspection. No erosional or other problems were noted at either site. - The explosives magazine pad was stable at the time of the inspection. No problems were noted on the pad. All four of the explosives magazines were locked at the time of the inspection. Air Resource Protection: -There were no problems with fugitive dust on any of the haul roads or from the coal stockpile at the time of the inspection. Overall, the Elk Creek and Sanborn Creek Mine site is in good condition.
