B and B reported that the initial submittal should be ready <br />by November 20, 1998. <br />2. Based on the results of the site characterization, submit a plan for remediation of the <br />contaminated areas. This plan must include details on the mechanics of the clean up effort as well <br />as a specification and rationale for remedial target concentrations. <br />3. Provide post-remediation data demonstrating satisfactory results or proposals for additional clean <br />up work if the results due not meet target concentrations. <br />4. Provide a plan, in the form of binding permit commitments, to prevent the occurrence of similar <br />incidents. This plan must include a drum handling, storage, and disposal component. The Division <br />suggests that B and B adopt a company policy that the only employees allowed to open drums or bags <br />containing chemicals or petroleum products are those that have read and understood the Material <br />Safety Data Sheets. The plan should also include commitments for environmental training of key <br />personnel to familiarize them with the requirements of the site storm water permit, air emission <br />permit, special use permit, reclamation permit, and spill prevention control and counter measure <br />plan, as well as to familiarize them with general environmental protection principles such as the <br />need to protect soil and ground water by avoiding all spills and quickly cleaning up any spills <br />that do occur. <br />The Division of Minerals and Geology's role in this process will be to review and approve the site <br />characterization plan, to review the data generated and approve a remediation plan, and to assure that <br />the site remediation is satisfactorily completed. The Division is satisfied that B and B Excavating <br />has taken all prudent measures to this point to quickly assess and correct any environmental or health <br />problems that may have been caused by the loss of containment of the herbicide.
