Colowyo C-1981-019 <br />12 September 2005 ~T3 <br />Pg 2/ 2 <br />Backfilling and Grading: -The operator was working on the south outslope of the East <br />Pit at the time of the inspection. They are pulling material back with a dragline to <br />achieve final grade. <br />- A portion of the East pit has been filled behind the highwall miner. Once the <br />highwall miner completes work on the current seam, the pit will be filled to the next <br />seam. <br />-The operator was working on cutting back the side slopes of the TR-60 area of the <br />west pit (outside of the newly proposed area) for stability. The operator was also <br />working on making an in-pit haul road to support the move of the highwall miner. <br />Topsoil: -Topsoil stripping in advance of mining in the West Pit has been completed. <br />It appears as though the operator salvaged all of the available topsoil in the area. <br />The topsoil was moved to a large pile on the edge of the operation. A ditch has <br />been cut around the pile and the pile is scheduled to be seeded this fall. <br />-There are numerous piles of topsoil sitting on the East Pit reclamation waiting to be <br />spread. Tay Tonoai said that they expected that the topsoil would cover <br />approximately 75 acres. <br />Air Resource Protection: -There was some dust blowing on the roads around the site <br />(due to the high and gusty winds) but the was continually watering them. <br />-There was also some coal fines blowing off of the coal pile and from the stacking <br />tube at the Loadout. The operator was advised that the spray bars at the bag house <br />must be used during these conditions. <br />Excess Spoil and Waste Development: -Streeter Fill was observed from Streeter pond <br />along Colorado Highway 13. The fill appeared to have good vegetative cover and <br />appeared to be stable. No erosional problems were noted on the fill. <br />Highwall Miner: -The highwall miner was not operating at the time of the inspection. <br />It was almost finished with the current seam and is scheduled to move to the TR-60 <br />area (after approval is granted). All but the last three holes made by the miner had <br />been filled in. <br />
