III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />12 September 2005 C~~ <br />Pgl/2 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Colowyo Mine conducted by Jim Stark of CDMG. <br />Tay Tono~i of Colowyo accompanied me on the inspection. The mine was actively <br />mining and hauling coal at the time of the inspection. The weather was warm and <br />sunny and the ground was dry. It was very windy during the inspection with gusts up <br />to 40 mph. <br />Hydrologic Balance: -The work Area pond contained water several feet below the <br />gated valve and was not discharging. The pond embankment was well vegetated <br />and appeared stable at the time of the inspection. No erosional problems were <br />noted on the embankment. The emergency spillway appeared to be stable. CCC <br />was pumping water for the roads from the pond. <br />-The Gossard pond contained water several feet below the outfall and was not <br />discharging. The pond embankment was well vegetated and appeared stable at <br />the time of the inspection. No erosional problems were noted on the embankment. <br />The pond needs to be cleaned. <br />-The Gulch A pond is drying out. The water level was approximately six feet below <br />the discharge pipe and was not discharging. The pond embankment was well <br />vegetated and appeared stable at the time of the inspection. No erosional <br />problems were noted on the embankment. The emergency spillway appeared to <br />be stable. The pond inlet is a grouted riprap channel. The inlet was stable. This pond <br />discharges to Goodspring Creek. The creek was flowing clear at the time of the <br />inspection. <br />-The Prospect pond contained water at a level of approximately six feet below the <br />discharge pipe and was not discharging. The pond embankment was well <br />vegetated and appeared stable at the time of the inspection. No erosional <br />problems were noted on the embankment. The emergency spillway is grouted <br />riprap. It was stable at the time of the inspection. <br />-The Rail pond contained water approximately two feet below the discharge pipe <br />and was not discharging. The pond embankment was well vegetated and <br />appeared stable at the time of the inspection. No erosional problems were noted on <br />the embankment. <br />-The Streeter pond contained approximately two feet below the top of the <br />discharge but had an almost immeasurable trickle coming from the weep-hole <br />(there was not enough water to measure the flow on the flume). The water <br />appeared to be running clear. The pond embankment was well vegetated and <br />appeared stable at the time of the inspection. No erosional problems were noted on <br />the embankment. <br />
