III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />Run-of--Mine (ROM) Stockpile <br />The operator has strung a cable across the entrance road to restrict public entry. The graveled haul road <br />at this site was in very good condition. The mine ID sign was up at the entrance and surface <br />disturbance markers were up. The sediment control system was functioning properly. The collection <br />ditches and culverts had enough capacity. The sediment pond was dry. The pond's embankment was <br />well grassed and the pond spillways were functional. The topsoil stockpile was well vegetated but the <br />topsoil sign is on the ground and should be put back up. The fan has been removed and the operator is <br />planning to remove all of the mine equipment. <br />East Mine <br />The front gate to the site was closed and locked. The mine ID sign was up on the gate. The paved haul <br />road was in very good condition. The dirt access road up to the portal bench was in very good <br />condition as well. Surface disturbance mazkers were up azound the site. A cable was strung across the <br />light use road that leads to the lower two bin wall ponds nos. 3 and 4 in order to restrict access. <br />Cut and fill slopes for the various facilities benches were stable. Some mine equipment is still being <br />stored on the crusher/screener bench. Small piles of broken up concrete aze at the portal bench area. <br />The west ridge waste pile was well vegetated and showed no signs of instability or erosional <br />downcutting. The pile's collection ditches were well grassed and had enough capacity. The west ridge <br />waste pile sediment pond was dry. The old waste pile was similarly well grassed and stable. Bin wall <br />ponds nos. 1, 2, 3 and 4 were dry. <br />West Mine <br />The backfilled and graded site had a good vegetative cover. There were no indications of slope <br />instability. The two sediment ponds were dry. New straw bales were placed along the access azea on <br />the north side. The operator is using a barbed wire gate at the west mine former fan site area in order to <br />restrict access by the public. <br />c:/word bowie 1 /insp0707 <br />
