III. COMMENTS -COMPLIANCE <br />Below ere oorrunents on the inspection. The comments indude discussion of observations made <br />during the inspectim. Canments also describe arry enforarnent actions taken during the inspection <br />and the facts a eHdence supporting the enforcement action. <br />There was minor siltation at the west inlet of the RDA Sedimentation Pond. Runoff from the RDA <br />and adjacent areas had by-passed the riprap channel of the east relief drain to the RDA <br />Sedimentation Pond. There was minor siltation at the east inlet of the RDA Sedimentation Pond. <br />Some ditch Clow in the remnant road to the west of the RDA riprapped relief drain had bypassed <br />the dNersion berm that directs flow into the feeder r~rapped relief drain onto the terrace. <br />Slides and Damage: The major drainage swale across the Portal 3 area had experienced some <br />siltation near the ravine outlet and dovmcxttting across the site. The embankment to the road <br />had some downcutting with development of a gullet'. The culvert under the County Road from <br />the former Sedimentation Pond 4 was plugged (the pond area was completely filled in, as was <br />the former Sedimentation Pond 3}. Some vegetated areas had trapped and were covered by <br />sediment below the entrance gate to the Facilities Area. Some minor rutting of the access road <br />took place as some of the Clow follotived the road. The berm of the perimeter dkch had been <br />overtopped opposite the upper end of Treatment Pond 1. Sediment had plugged and flows <br />overtopped the perimeter ditch in two places leading to the RDA Sediment Pond, along with <br />some sediment cover over reclaimed vegetated areas (the more significant being at the nose of <br />the shale protrusion between the Facilities Area and the RDA). The eastern-most riprap relief <br />drain above the RDA Sedimentation Pond has lost its channel configuration, and fk7ws had by- <br />passed the riprap on the eastern side. <br />Other: Matt Thorpe of the Cokxado DNision of Wildlife (CDW) inspected the North Thompson <br />Creek channel in the vicinity of Portal 1. This was an orientation visit, and no CDW comments <br />were made.
