III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe arty enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Notes: A reduced level of maintenance, sufficient for foot traffic, has been approved for bridges <br />in disrepair. The plugged emergency spillway (one) from T-2 has been approved as abandoned <br />in place. <br />Items of interest from the previous inspections include: <br />Signs and Markers: Thffi portion of County Raad 109 that crosses the permit area was being <br />upgraded. The permit perimeter signs thffi were up were gone. <br />The mast impressive item during this inspection was the damage to the site from runoff from <br />cloudbursts an the dirfs above the site. No indicffiiorr of overland flows from preclp&ffiion on the <br />permit area itself were seen. Runoff from the ravine at Portal 3 had flawed atxoss the reclaimed <br />area Runoff over the County road in the vicinity of the entrance to the Portal 1 and Facilities <br />area had flowed across the reclaimed area The Culvert under the County road from the former <br />Sedimentation Pond 4 to the riprap dearwater relieve drain was completey plugged (buried). <br />The riprapped relief drain appeared to have functioned well until the culvert became plugged. <br />Runoff from ravines in the undisturbed shale nose protrusion above the Refuse Area Disposal <br />(RDA) site had flowed across reclaimed areas. Lesser sbpes of the reclaimed areas allowed <br />deposition and vegetated areas of the reclaimed areas filtered out significant quantities of <br />suspended sdids in these Overflows. <br />Signs and Markers. Work on county Road 109 that crosses the conveyor corridor ffi the loadout <br />s nearing completion. Only landscaping work is left. Fences are back up with a gate ffi the curb <br />cut for the dirt track across the lower field. The Permit Boundary crossing signs ffi the bailout <br />corridor have not been replaced. Other signs were up and in good condition. <br />Roads: The access road ffi the gffie to the Portal 1 and Facilities site has experienced some <br />minor erosion as a result of runoff Overflows from the cliffs above. The culvert under the road <br />that leads to the riprap relief drain had plugged, and water overflowed the County road in the <br />vicinity of the entrance gffie, and some of these flows fdkx+ved the road, causing minor rutting. <br />Hydrologic Balance: Overflows from the former Sedimentation Pond 4 had topped the County <br />Road and flowed across reclaimed land just below and about the entrance gffie. Some of these <br />flows were directed into Treatment Pond 1, and some went around Me head of this pond. Some <br />portbn thffi by-passed the porxJ was captured by the perimeter fadlities area ddch and was <br />directed into Sedimentation Pond P,9. Pond 9 contained some water (approximatey 6 feet <br />below the irnert of the primary spillway). Some Overflowed the low berm and flowed over the <br />embankment towards North Thompson Creek. Riparian vegetation and debris fiRered out <br />suspended sdids ffi the base of the embankment. No sediment appeared to have reached <br />North Thompson Creek The treatment system was working well. There was some minor <br />sirtation from the overflows mentioned above ffi the head of the 1" treatment pond. The lower <br />perimeter dRch had been plugged and Overflowed towards the Creek in two places. Again, <br />vegetation of the redalmed areas and riparian areas appeared to have captured suspended <br />sdids.
