Prior to this administration, the County Commissioners Office was racked with a number of legal problems involving previous administration officials. That era appears to be behind us now, However, a major problem has developed in our ability to gather all the information necessary to sort out and complete the obligations of the county to the State as it relates to the gravel pit operations. The State of Colorado seized all the county records as they related to the previous administration. Those records were promised to be returned prior to April 1, 1995. It was anticipated that the records held by the State would have been released to the county by March 1, 1995, however that did not happen. The county has been informed by the Attorney General's Office that every effort is being made to provide the county with all their records prior to April 1, 1995. Aside from this major obstacle, the County Commissioners have committed themselves to getting on line as soon as possible. The County Commissioners have honored completely this seize and assist order_ issued by your department. There has been abso u e y no ____ extraction activity from the Sierra Grande site file number M- 99103. In an attempt to bring the gravel pits into compliance the County Commissioners have begun a vigorous development of their 1041. This of course is the mechanism which the county will use to govern a number of activities throughout the county. They have formed a citizen's advisory counsel to assist in finalizing the 1041 regulations which will be very helpful in making sure that the oversights experienced with the gravel pit operations along with many other operations throughout the county will not be overlooked_ The County Commissioners are looking into the possibility of consolidating the gravel pit operations under one authority. Historically each District has had its own pit, with administrative duties falling with the County Administrator_ ~94 ~U3 In addition to the problems at the Terra Grande site. the County Commissioners are aware of and they are in the process of takia corrective ction involving the sloughing of the slopes at ~,k-k,.p~ os Fuertes grave~it site. As best as the County Commissioners and I have been able to determine, the Los Fuertes site is one of only two "quasi legal pits in the county". It appears the second site which ma be o erl erm tted is a site south of the Sierra 23'3 Grande site ext to the landfill Apparently there are problems ~~p~ developing there as wel in terms of potential water contamination which has'~een brought to the attention of Commissioner .7aramillo through Mr. Stevens. Apparently your office is working closely -with the Commissioners in effort to resolve the problems which may be developing at that site.
