Compliance w_'tn Colorado Sur_ac° Coal lii Wing Reclamation dot <br />CRS 1993, as amended 34-33-ZO1, Wit. sev., <br />and t5e <br />Rules and RegtLa L ons Issued Pursuant ~ the act <br />This includes a listing of the particular provisions of the regulatory program which were <br />examined during the course of this inspection, and identifies enforcement actions taken <br />during ehe inspection for failure to comply with the Rules and Regulations, the Act and <br />the permit. <br />9,D2 Signs and Markers <br />The operator was reminded that, upon permit approval, signs would need to b.= installed <br />to mark the perimeter of the approved surface disturbance area for the existing Re~9 Canyon <br />No. Z and the proposed Red Canyon No. 2. <br />4.03 Roads <br />Roads, ditches and culverts were well-maintained. The problem of coal s'pill:age <br />along the main haul/access road noted in recent inspection reports appears to have been <br />corrected. Coal was not visible along the road as in the past, and the operator indicated <br />that the coal trucks were no longer being overloaded. <br />Thy upper portion of the ditch along the road north of the sediment pond should be <br />graded to insure that floeo is confined to the ditch. The ditch was apparently overtopped <br />during a recent storm and water was diverted down the road to the pond. <br />The culvert beneath the refuse pile road at the base of the disposal area wa:~ in <br />need of repair, as is often the case. The operator indicated an extension would be put <br />on the culvert to prevent the frequent damage to the end of the culvert. <br />4.04 SuPPort Facilities <br />Support facilities, including the coal storage stockpile, shop area and substation, <br />were inspected and appear to be in compliance. <br />9.05 Hydrologic Balance <br />A section of ditch below the coal stockpile had been filled in to allow access to <br />install a new piezometer at the base of the refuse disposal area. The ditch should be <br />reestablished and a section of berm rebuilt south of the coal stockpile. <br />The east side diversion ditch above the refuse pile was obstructed in two or three <br />locations and should be cleaned out. <br />A number of piezo me to rs have been installed above the proposed mine workings to <br />determine the potentiometric surface and monitor the effects of mining on the surfici.al <br />aquifer in the Fla rd and G7iZliams Creek valleys. Pump tests have been run to evaluate the <br />aquifer characteristics of the alluvial gravels and the E coat seam. <br />Additional piezometers have also been ins~CalZed to monitor water levels and quality <br />in the vicinity of the refuse disposal area. <br />
