Ili. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />been increased. A silt fence will be installed below the coal pad <br />at the stack tubes to prevent wind blown coal from being <br />transported to the undisturbed oak brush stand. The Division <br />recommended that road base material be placed on the lay-down area <br />to encompass the area adjacent to D1-3. This should prevent excess <br />sediment from entering the ditch and subsequently the pond. <br />Ditches and culverts noted for cleaning during last month's <br />inspection have been cleaned. The outlet of C2-8 requires <br />cleaning. Hay bales were replaced in D2R-5. I recommended that 3 <br />hay bales be placed in the ditch rather than two. Two hay bales <br />meeting in the center of the ditch, is more likely to cause erosion <br />than with one hay bale placed across the bottom of the ditch and <br />one hay bale on each side slope. Hay bales were placed on the east <br />side of the construction access road ditch but not the west side. <br />These hay bales should be replaced as well. Riprap has been placed <br />at the outlet of the spillway for MB-2R. <br />TOPSOIL <br />There is still a draining seep low on the relocated topsoil pile. <br />It appears that the water is not only from surface water. A small <br />scarp is also beginning to develop. If this problem continues, MCC <br />may need to investigate the source of the water. A french drain <br />was constructed in this area at the time the topsoil pile was <br />relocated due to a spring that was discovered. <br />SUPPORT FACILITIES <br />MCC is planning to submit a revision to locate the rebuilt <br />hydraulic parts storage area to the site of the current waste oil <br />tank once it is removed and decommissioned. The new site for these <br />parts is advantageous as hydraulic oil from leaking parts can be <br />contained in a concrete berm. At the present they are now located <br />on the south side of the warehouse over the bare ground. Once the <br />parts area is relocated, contaminated soil should be removed, <br />tested if necessary, and disposed of properly. The revision should <br />contain information to this effect. Care should be taken to ensure <br />that coal stockpiles at the stack tubes will not be pushed into <br />undisturbed areas. Coal stockpiles at the west end of the pad is <br />getting close to the Undisturbed area. MCC has placed barrels with <br />waste material on spill containment pallets. The barrels sit on a <br />slatted top with a catch basin. This is a temporary measure until <br />the covered barrel storage area can be constructed. <br />
