- --,~~- <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />for installation during April and May. Due to heavy traffic in the <br />area, roadside ditches adjacent to the material storage are which <br />convey drainage to the sumps are somewhat poorly defined, and need <br />to be regraded. <br />The containment fence in the vicinity of the trash bunker had been <br />partially knocked down and was in need of repair. Recent high <br />winds had scattered trash and debris around the site, and general <br />clean-up is needed. Most debris was contained on the mine bench, <br />but a few items of paper, plastic, cardboard, etc. had blown over <br />the berm and will need to be picked up. <br />At the temporary coal laydown area near the slot storage facility, <br />scattered piles of coaly material remaining from snow removal need <br />to be picked up and hauled to the refuse area. The topsoil pile, <br />sediment pond embankment, and adjacent disturbed areas at the <br />laydown area will need to be seeded with the interim seedmix. <br />Drill sites 9-1, 9-2, and 9-3 were inspected. The 9-2 site is <br />still used for monitoring of gases within area of the mine sealed <br />due to the mine fire in early 1996. The other sites were plugged, <br />graded and seeded last fall. Additional grading and seeding was <br />done along the arroyo affected by 9-1 development. Recent storm <br />runoff caused minor downcutting through the regraded arroyo <br />segment, but the flow appears to have reestablished its original <br />path through the site, and downcutting appears to be arrested at <br />the upper end of the affected area by sandstone outcrop. No <br />additional grading or stabilization measures would appear to be <br />warranted at this time. <br />Processing Waste <br />At RP-2/3, a dozer was spreading refuse from the pile adjacent to <br />the slight depression area which remains from the remedial <br />excavation several years ago, to expedite drying in order to allow <br />for placement of material to completely eliminate the depression. <br />Significant downcutting occurred recently on lower segments of the <br />RP-2/3 east side in-pit ditch. The eroded segment will need to be - <br />regraded as soon as conditions allow, prior to installation of <br />stabilization measures as specified in TR-39. Various other ditch <br />locations on RP-2/3 have experienced less severe erosion, but will <br />require regrading prior to installation of structural controls. <br />Temporary ditches constructed on RP-2/3 to drain the depression <br />area on the surface of the pile will need to be filled in upon <br />final elimination of the depression. <br />
