<br />Q <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />discharging. Water level and appearance in Pond RP-4 was similar <br />to RP-2/3, and the pond was not discharging. Substantial sediment <br />buildup is apparent at the inlets to RP-2/3 and RP-4, and sediment <br />cleanout will need to be undertaken this summer. There was no <br />evidence of cracking or instability of the RP-4 embankment, which <br />had exhibited surface cracking and was repaired several months ago. <br />A number of prairie dog holes were noted along the embankments of <br />RP-4 and RP-2/3, which will need to be filled in. <br />RP-5 water level was approximately 3 feet below the single, open <br />channel spillway. Water had recently been pumped from RP-4. <br />Pond SS-1 contained clear water, with surface several inches below <br />the dewatering slots. Pond SS-2 was dry. <br />Pond RR-3 contained clear water, with water level several feet <br />below the primary spillway elevation. Other rail loadout sediment <br />ponds were dry. <br />Pond DP-1 water level was 2' below the top of the primary spillway <br />riser, and the dewatering valve was closed. The water appeared <br />clear. <br />Some drainage control maintenance was warranted within the D Portal <br />Area; specifically the 12" steel culvert on the collection ditch <br />across from the shop was 1/3 blocked by sediment and should be <br />cleaned out. The ditch/berm near the concrete waste rock bin on <br />the wash plant bench was recently built up, and is in good <br />condition. Some additional grading is recommended in the northeast <br />corner of the bench to establish positive drainage, and eliminate <br />puddling. <br />Runoff along the conveyor route between the slot storage facility <br />and the rail loadout had caused some rilling beneath the conveyor, <br />and had necessitated some repairs to SAE rock filter berms adjacent <br />to the drainage arroyo immediately south of the rail loadout bench. <br />Repair work had been completed prior to the inspection. <br />Support Facilities <br />At the East Portal Area, a small quantity (i-2 cu. ft.) of coaly <br />material had been pushed adjacent to the diversion ditch across <br />from the material storage area, and needs to be removed. Longwall <br />components are being stored at the East Portal bench in preparation <br />
