The review will be conducted as follows:
1. The OSM members of the review team will review relevant permitting materials
(prediction of PHC, monitoring Plan, Annual Hydrology Reports at the DMG
offices. After this review, the OSM members will contact DM~ members to
schedule a planning meeting.
2. At the planning meeting, the entire review team will discuss the operation,
monitonng program, momtorinp results to date, etc., identify areas of specific
interest, and develop an inspection plan and schedule.
The inspection for the Trapper Mine has been scheduled for the first week of September. Janet
Binns of DMG will contact OSM to schedule the Seneca II Mine inspection.
At the close of the review, the review team may make recommendations for revision of the
permit application package.
® Contemporaneous Reclamation Focus
The purpose of the focus is to assess whether reclamation operations are contemporaneous with
mining o erations. This will be determined by comparing on the ground conditions to the
approved sequence of operations, worst case reclamation cost estimate assumptions, and
reclamation schedule in the permit application package for the current five year permit term.
The field inspection will be used to find indicators that reclamation is contemporaneous. These
indications would be apparent when comparing site conditions to the approved maximum area
of disturbance, spoil piles behind the active pit, refuse areas open, refuse lifts uncompacted, etc.
If there are indications that reclamation is not contemporaneous, DMG would investigate the
matter further. If there are not such indications, that would be the end of the review.
There will be an ad hoc review team assembled for the review of each focus site, comprised of
DMG and OSM staff.
The review will be conducted as follows:
1. The review team will first decide what aspects of the operation will be evaluated
for contemporaneous reclamation. DMG lead specialists for each site will contact
Glen Golden to initiate this discussion.
For Deserado Mine, focus will be limited to refuse disposal sites.
2. The OSM members of the review team will review relevant permitting materials
at the DMG offices. After this review, the OSM members will contact DMG
members to schedule a planning meeting.
3. At the planning meeting, the team will develop an inspection plan.
The inspection for the Deserado Mine has been scheduled for the week of July 22nd. Seneca
II-W Mine has been scheduled for the week of August 18th. Harry Ranney of DMG will contact
OSM to schedule the New Horizon Mine inspection.
