MINLTI'ES FROM JULY 9, 1996 MEETING <br />Held at Division of Minerals and Geology offices <br />Present: Barbara Bowerman, Jim Fulton, Glen Golden, Larry Kline, Mitch Rollings, <br />Joe Wilcox - OSM <br />David Berry, Susan Burgmaier, Susan McCannon, Larry Routten -DMG <br />Purpose: Quarterly Oversight Team Meeting <br />Second Quarter <br />This meeting was originally scheduled for June 25, 1996, and was subsequently postponed. <br />OSM provided a copy of the final directive Reg-8, and their Mine-Site Evaluation Inspection <br />Report for the joint oversight inspection of the Foidel Creek Mine. <br />Jim Fulton briefly discussed the Government Performance and Results Act. Points made were: <br />® The goals of OSM and DMG should be one in the same <br />- delivery of SMCRA in Colorado <br />- preventing offsite impact, achieving reclamation success <br />® It may not be as important for states to show a 100% success rate right off the bat <br />as rt ~s to show a pattern of improvement <br />Items OSM indicated interest in discussing: <br />- Protocol on Special Focus Topics for Evaluation Year (EY) 1996 <br />- Forum for resolution of technical and programmatic issues <br />- Scheduling for inspections conducted within Special Fows Topics <br />- Public meeting schedule for EY 1996 and EY 1997 plans <br />Items DMG indicated interest in discussing: <br />- EY 1997 Special Focus Topics <br />- Impoundment Rulemaking/Program Amendment <br />- Permitting materials distnbution <br />- Meadows No. 1 Mine permitting <br />Protocol for Special Focus Inspections <br />® Surface Water Hydrology Focus <br />The purpose of the focus is to assess whether off-site impact is occurring, and to compare the <br />results of hydrologic monitoring to predictions of the Probable Hydrologic Consequences (PHC) <br />of the operation made by the operator and/or Division. <br />There will be an ad hoc review team assembled for the review of each focus site, comprised of <br />DMG and OSM staff. <br />The review team will not focus on the appropriateness of the PHC portion of the permit <br />application, the approved monitoring program, or details such as sediment pond designs. The <br />review will commence with the assumption that the approved permit application package <br />
