This inspection was conducted as part of the Division of Minerals and Geology's monitoring program. <br />Present at the inspection were Carl B. Mount and Kate Pickford, DMG. Eric Prieve, the contact for CDOT was <br />notified that the inspection would be conducted. No representative from the local CDOT office contacted DMG <br />to schedule the inspection. Weather at the time of the inspection was partly cloudy, breezy, and approximately <br />45 degrees. <br />2. A sign was posted at the entrance to the site and the boundaries appear to be marked with a berm along the <br />southern perimeter of the site. <br />3. A pile of concrete containing rebar is stockpiled in the southern portion of the site. In order for the Operator <br />to backfill inert structural fill generated outside of the approved permit area, notice must be made to the Division <br />as per 3.1.5 (9) in the Construction Materials Rules and Regulations. <br />4. Three areas of disturbance were observed at the site. The total disturbed area appears to exceed the <br />permitted 15.20 acres for the site. The three areas of disturbance are: <br />• A large southern area adjacent to Hwy 40 that consists of a flatly graded area containing numerous <br />stockpiles of material. <br />• A middle section consisting of an area which had been scraped relatively level with a mound to the <br />eastern edge of the area, <br />• A northern area containing stockpiles. <br />It was unclear at the time of the inspection which areas composed the two areas on the mine plan map <br />containing 14.28 acres and 9.39 acres. The 9.39 acre area had been reclaimed and released 8/24/98. <br />5. After the inspection, Dan Sanchez of CDOT contacted DMG and in attempting to clarify the activity at the <br />site, it was determined that the reclaimed area was further to the north than the three observed disturbed areas, <br />and that the southern, disturbed area appears to be at least partially outside of the permit boundary. <br />6. The DMG has not been able to adequately determine whether the southern disturbed area is completely <br />contained within the approved permit boundaries. The DMG will be obtaining aerial photographs to aid in <br />determining the extent of the affected land relative to the permit boundary.
