III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />under review (Coal Carrier Access Road certification in TR-45; Pond 006 Phase V, Pond <br />016A, and Haul Road K certifications in TR-48; Pond 17 certifications in PR-4). It is noted <br />that Pond 016A certification will need to be amended to address in-slope stability and pond <br />capacity upon completion of slide repair later this year. <br />Roads <br />Active use roads were in general properly maintained and in good condition. The water <br />truck was noted to be spraying down the roads throughout the course of the inspection, <br />but some dust was being generated at times along main travel routes such as the MEHR <br />and the TAHR, due to dry and windy conditions (particularly on April 28). The operator <br />indicated that haul roads would be treated with MgCI for dust suppression in early May. <br />~ The Haul Road G ditch outlet drain, which conveys road drainage down to the 005 <br />drainage channel just upstream from Stock Pond T22, had eroded and repair had been <br />initiated prior to the inspection. The same outlet drain had eroded last year and had <br />been regraded, seeded, and silt fencing had been installed. Based on the erosion that <br />occurred again this year, riprap similar to that employed along tha downdrain on the <br />opposite side of the road above the G5 culvert outlet should be installed in this <br />location. The riprap should extend along the length of the outlet channel, and for some. <br />distance along the 005 channel, to prevent undercutting at the junction of the two <br />channels. <br />1 Stock pond T22 remains full of sediment from last year. It is recommended that the <br />pond be cleaned out, to provide additional sediment control for the "D" Pit reclamation <br />during the early years of vegetation establishment. <br />The segment of the Ridgeline Access Road through the "D" Pit reclamation area was <br />approved via TR-42 in the fall of 2003. Due to the active grading and topsoiling <br />operations in the "D" Pit area throughout the field season in 2003, the segment <br />between the reconstructed 005 channel crossing and the top of the ridge has not yet <br />been constructed. The current road through this segment is a scraper route that was <br />used during reclamation operations, but it is too steep for the permanent access road <br />design. The approved design alignment has been surveyed and staked, and the <br />approved road segment will be constructed this field season. Topsoil removal and <br />replacement and reseeding associated with the alignment change will be necessary. <br />The compacted scraper route will need to be ripped prior to topsoil replacement. <br />Construction of this road segment, including approved ditches and culverts necessary <br />to safely convey road drainage into Channel 005-E7 without erosion, needs to be <br />completed promptly. There is currently a temporary crossing of the riprapped 005 <br />channel. The existing road is on the final alignment to this point. Culvert PM-4 tan 18° <br />CMP) is specified for this location. Culvert PM-4 should be installed promptly, and is to <br />be in place prior to the next DMG inspection. <br />4 <br />
