General Comments <br />The operator is implementing the approved permit revision to reconstruct the <br />mine portal bench. However, attempts to excavate the toe trench to recompact, <br />drain and stabilize the toe area of the portal bench have resulted in <br />landsliding. This has necessitated the excavation and stabilizing of an <br />increased quantity of material. (Original estimates projected approximately <br />140,000 cu.yds. of material, while current estimates range as high as 200,000 <br />cu.yds. of material.) Filter fabrics have been stockpiled for underdrain <br />construction, pursuant to the approved plan. A source of clean drainrock <br />material has been found and contracted. Recent inclement weather has slowed <br />progress. (A total of six working hours occurred during the week of <br />October 15, 1984.) Work has resumed on a full 8-hour shift schedule as of <br />October 23, 1984, and the operator is optimistic about progress. The surface <br />shop is settling in its western corner as a result of landsliding of the <br />bench, and will require extensive repair. The portal bench is inaccessible to <br />truck traffic, which has necessitated cessation of coal production from the <br />mine. <br />
