Participated in a complete, random sample oversight inspection of the <br />Mountain Coal Co., West Elk Mine, on August 10 thru 12, 1993. Also <br />participating in the inspection were: Christine Johnston, Colorado Division of <br />Minerals and Geology (DMG); and Henry Barbe of Mountain Coal Co. (MCC). <br />Kathy Welt, Phil Schmidt and Cris Nyikos of MCC also participated in office <br />discussions of inspection findings. Weather conditions were overcast and partly <br />cloudy with occasional sunny periods and light rains. Ground conditions were <br />basically dry with only minor signs of standing water or recent heavy surface <br />water runoff minewide. <br />We began the inspection with a records review at MCC's minesite office. <br />Records reviewed included :12/16/92 Proposed Decision to Renew Permit No. <br />C-80-007 (Reviewed prior to the inspection ), the current permit term is <br />7/31 /91 thru 7/31 /96; bond rider documentation dated 6/30/92 increasing the <br />bond to S 4,400,000; liability insurance document current 1 /1 /93 thru 1 /1 /96; <br />3-30-93 Colorado Dept. of Health approval of MCC materials handling plan; <br />NPDES Permit CO-0038776 current 4/30/90 thru 3/31/95; 8/6/81 stream <br />buffer zone variance approval 1 I recommended to DMG that the buffer zone <br />variance approval be reissued to clarify that MCC needs specific approval to <br />conduct any additional operations or disturbances within the buffer zone area.); <br />3 <br />
