following :shop area and waste materials/fluids handling facilities; upper <br />meadow diversion ditches; and the refuse pile west outslope. During the <br />mornings inspection activities we identified two light use roads which are not <br />identified in the approved permit narrative or map sections. These roads are <br />located just north and contiguous to the refuse pile and the road used during <br />the inspection to access the upper meadow diversion ditches. It was not <br />determined during the inspection the types and durations of uses the upper <br />meadow light use road receives. Earthen water bars have been installed on the <br />road, however, they are not effective in their present configuration. There is no <br />surfacing materials or roadside ditches to reduce or control surface water runoff <br />from the road. The refuse pile road appears to receive routine use and roadside <br />ditch maintenance. The DMG cited the failure to permit these light use roads in <br />NOV C-93-114. This concluded the field inspection. <br />We concluded the inspection with a close out meeting which reitterated the <br />inspection findings documented above.
