-. <br /> <br /> <br /> <br />Mr. Corey wanted to know how United Companies was planning to reclaim the site. I <br />said that we would be distributing the soil materials on the site and begin revegetation <br />during 2001. We expect to follow the Reclamation Plan approved in the permit. <br />Mr. Corey has a small problem with that plan. He plans to continue mining operations <br />after obtaining a new Reclamation Permit. United Companies does no[ plan to be the new <br />gravel mine operator at the Corey site. The mining is expected to continue gravel <br />extraction working toward the south, into the area presently used for crop farming. <br />He wanted to know if we could deviate from the Reclamation Plan and not replace the <br />topsoil on the final 3:1 slope where United Companies' mining activity stopped. The next <br />mining operation at the Corey property would not have to remove topsoil from this slope <br />if United Companies is allowed to leave the slope graded but with no soil. I told Mr. <br />Corey that I didn't know if this procedure is allowable, but that I wou'.d ask the Division. <br />I asked him if he wanted to have an access haul road left in place on the pit floor area for <br />the future mining. Mr. Corey said that yes a road would be essential. Any gravel <br />production in the future would require an access road going to Silver Springs Rd. A road <br />connecting to Spring Creek Road would result in a very dangerous intersection. <br />To summarize [he questions that have been presented in [his letter: <br />1.Can the water at the pit floor be considered a spring with a changed discharge <br />point? If not, why not? <br />2. Can United Companies install a pipe to convey this water to the western edge of <br />the Penni[ Area and discharge the water a[ that location? This discharge will be <br />located at the same place where the water is leaving the area currently. <br />3. Can the Reclamation Plan be changed to eliminate the requirement for topsoil <br />replacement at the slope at the southern Permit boundary? <br />4. Can the Reclamation Plan be changed to allow an access road to be left in place for <br />future mining activities?
