III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />of the roadjust south of the rail loading structure. The other culverts, ditches, silt fence and straw bales <br />around the mine site were functional. <br />Topsoil Stockpiles <br />There were no erosional gullies at any of the topsoil stockpiles. The topsoil stockpiles at the west mine <br />and the well field were snow covered. Topsoil signs were present. Collection and diversion ditches <br />were functional. <br /> <br />., <br />...~ Coal Waste Piles . , , x_ . . _ ~ _; <br />.. <br />- :~. <br />': ~ <br />There were no erosional problems or slope stability problems at the west ridge waste pile or.the old ,,, <br />waste pile. Most of the west ridge waste pile was covered in snow. There have not been any new <br />additions to the west ridge waste pile. Diversion and collection ditches were intact. There was good <br />vegetation at the old waste pile. <br />No problems were observed at the ROM pile. The collection ditch was intact. Most of the pile was <br />snow covered. There were no obvious signs of smoldering of the coal waste. <br />Roads <br />The roads leading to the West Mine, the well field and the fan azea above the west mine were snow <br />covered. The other roads were very muddy but passable. <br />Siens and Markers <br />Surface disturbance markers were up around the mine site areas. Mine ID signs were present at the <br />appropriate locations. <br />Records <br />The records were examined and were found to be incompliance.
