<br />PRELIMINARY COST ESTIMATES <br />The capital costs to implement a total plan, Cripple Creek to Victor to Colorado <br />Springs, assume that all existing right-of-way in the public domain will be available at <br />very little or no cost to the project. It is also assumed that an operating scheme is <br />implemented which provides for a private sector operator who will supply equipment as <br />part of a public/private partnership. All estimates are based on 1993 dollars. <br />Preliminary capital costs assume that the proposed railroad be conswcted to <br />historic standards and will look and operate in a manor consistent with railroad practices <br />of the late 1940's, the date that railroads last served the District. This means that; <br />bridges where they need to be reconswcted will be based on timber conswction, rail <br />will be medium weight and jointed on a combination of new and used wood ties, and <br />passenger equipment will be appropriate to the period. Freight equipment will be <br />modem and will reflect the commodities carried. New bridges in Colorado Springs will <br />be modern concrete and steel conswction. <br />Even though this line is to be built to a historic standard, safety will not be <br />sacrificed. All state and federal regulations will be followed for the design and <br />construction of [his project. <br />Phase I planning is this preliminary report. <br />Phase II planning is that process which will move the project forward to the start- <br />' up of land acquisition, preliminary engineering, formation of a regional transit district, <br />~ and conswction. The transit district will actually own and/or control the railroad right- <br />of-way and contract with an operator who will supply the equipment, tools, and actually <br />~ run the trains on afor-profit basis. <br />1 <br />Unit Government Expense/Transit District is the expense associated with forming <br />~ the transit district, locating funding, government expense associated with the conswction <br />I process, impact studies, environmental impact studies, survey of political subdivision <br />]and holdings, land transfer and/or easement agreements, and locating and signing an <br />~ operator to an agreement. <br />~ Planning, engineering, project management is the cost to design the project and <br />execute the final plan including working drawings, contract administration, supervision <br />of the project, liaison between the contractors, vendors and owners (transit district). <br />I <br />t Right-of-way acquisition -roadway relocation is the necessary expense to acquire <br />right-of-way land now in private hands. It also includes the purchase price of several <br />~ pieces of residential property located near the proposed train tracks. There is an assumed <br />~ return on the resale of some of this property back to owners who may not object to the <br />train. Some existing driveways and roadways that now use the railroad grade for access <br />
