Charles C. <br />Rehn, served as the professional engineer during the design and construction of this <br />project. Mr. Rehn has seventeen years of experience in geotechnical engineering and <br />is registered in the state of Colorado. He has consulted for Mountain Coal Company <br />on various projects since 1984. <br />The rules and regulations for coal mining regarding certification is as follows: <br />"4.03.1(1) (d) The design and construction or reconstruction of haul <br />roads not within the disturbed area in accordance with 4.05.2(1) shall <br />be certified by a qualified registered professional engineer, if required <br />by the Division for good cause shown." <br />The project being certified is the new haul road segment located in the <br />northeast corner of the West Elk Mine site to serve as the main access for mine <br />personnel. The closure of the original haul road was caused by the construction of <br />the stack tubes and new crusher building. The new segment is approximately 2500 <br />feet long and is bounded by the lower refuse pile on the west and north sides and by <br />A~Compeny ~~ <br />
