material on top of these areas as well as completing the same work which has <br />begun on the ditch north of the haulroad; fuel storage tank at the loadout has been <br />removed and fuel contaminated soils should be removed with documented <br />appropriate disposal; the rip-rapped inlets to pond 4 need repair; and the east <br />emergency spillway culvert to pond 4 needs to be repaired. <br />Other TR's and permit stipulations reviewed included: TR 14 which involved refuse <br />pile stability was approved 6/12/92. The stability study referred to in the last report <br />was submitted 1/14/92 and the recommended sampling/analyses was submitted <br />4/3/92. Attachment C of the analyses recommends that further testing of the fine <br />refuse material is not warranted and that the strength properties used in the <br />stability analyses are appropriate. TR-9 which involved permitting the abandoned <br />pit(s) at GEC for refuse disposal was withdrawn by the permittee during 9/92. This <br />withdrawal is addressed in permit stipulation 17 which now requires the permittee <br />to submit Magpie Creek permanent diversion designs within 120 days of the <br />withdrawal. Stipulation 19 which involves watershed analyses for pond 5 and map <br />21 is also currently under review by DMG. <br />Additional observations made during our field inspection included: differential <br />settling cracks 'in the soil material replacement around the Monarch Fan Site; the <br />Monarch Fan access road is not permitted through the abandoned GEC property <br />but is permitted where it enters the Southfield permit area (shadow area) and <br />appropriately marked at this location; reclamation contractors were on site seeding, <br />mulching,and crimping approx. 3 acres of completed refuse pile area and soil <br />replacement observed appeared to be adequate and meeting approved plan <br />!v <br />
