Accompanied Cathy Begej, Colorado Division of Minerals and Geology (DMG ), <br />on a complete, stastical sample oversight inspection of the Energy Fuels Coal, Inc., <br />Southfield Mine on 11/17 & 18/92. We were accompanied on the inspection by AI <br />Weaver and Roy Hughs of Energy Fuels. Weather conditions were partly cloudy <br />and cool and ground conditions ranged from dry to saturated due to recent snow <br />melt, slope aspect, etc. <br />N:e began the inspection with a records review at the mine office which included <br />a review of the status of enforcement actions taken during the last OSM oversight <br />inspection of 12-19-91. Records/documents reviewed included: sed. pond, <br />impoundments, and diversion certifications remain the same as documented in the <br />last oversight inspectiun report (last report) with the exception of the ponds which <br />were cited for combined spillways, which were recertified on 4/9/92 after <br />emergency spillway construction; both NPDES permits and current DMR's (C03- <br />d50000 was issued 6/30/92 and requires submittal of a Stormwater Management <br />Plan within six months of permit issuance ); surface and groundwater monitoring <br />data were current; 1991 annual hydrological report was submitted 9/18/92; 1991 <br />annual reclamation report was briefly reviewed; SPCC plan was recertified 4/6/92; <br />se'ni-annual subsidence monitoring plan was completed 6/8/92, data was <br />coliec;ted 7/92 and 10/92 but still needs to be completed before this quarter ends; <br />quarterly refuse pile and sed. pondlmpoundment inspection reports were current; <br />liability insur3rce is current tF.rough 9/1193; and the explosives permit expires <br />12!31 i92. <br />As mentioned above we reviewed the present status of enforcement actions taken <br />4 <br />
