III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Yoast Mine conducted on July August 26, 1998 by Mike <br />Boulay of the DMG. Mike Altavilla of Seneca Coal Company was present during the inspection. <br />Weather conditions were warm and sunny. Ground conditions were dry throughout the majority <br />of the site. <br />Availability of Records <br />Please update the records file with the most recent reclamation cost estimate associated with the <br />latest revision to the permit document (Minor Revision No. 12). <br />Hydrologic Balance <br />Pond 010 was full at the time of the inspection and was dischazging. Pond 011 was holding <br />water, but was not discharging. The water level in Pond 011 was very low (approximately 10 <br />feet below the level of the primary spillway). Both ponds appear to be functioning properly. <br />As stated in the last inspection report, significant erosion has occurred at the head of Pond 011. <br />Please take appropriate measures to control the erosion and repair the gully that has formed at the <br />head of the pond. <br />Culvert YB 1 on the up gradient end of Ditch No. 2 is nearly completely full of sediment. An <br />abundance of sediment has accumulated in the ditch at the discharge end of the culvert. Please <br />clean the sediment from the culvert and consider removing the excess sediment that has <br />accumulated in the ditch. This will ensure that the culvert and ditch function as intended. <br />As requested by the DMG, the topsoil pile located in the Armand Draw drainage on the up <br />gradient side of the road crossing is currently being removed. A berm hss been installed along a <br />portion of the Armand Draw drainage to protect the drainage from runoff/sediment contributions <br />from the disturbed area associated with the topsoil pile removal. As discussed with site <br />personnel, please install silt fencing from the upstream side of the culvert beyond the former <br />location of the topsoil pile, and tie the silt fence into the berm that has been constructed. On the <br />downstream side of the road crossing, improvements have been made to the access road to <br />Topsoil Pile I, for the purpose of relocating topsoil from Armand Draw. As discussed with site <br />personnel, please install silt fence along Armand Draw on the downstream side of the road <br />crossing. Silt fence should be installed on both sides of the drainage from the discharge end of <br />the culvert for an adequate distance to protect the drainage from both the fill slope/pit ramp and <br />access road fill slope. <br />
