_~ <br />,.. <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />Note: <br />Correction needs to be made to the report filed for the inspection on 11/20/96. <br />In this report it was stated that "The east yazd pond is discharging clean water, <br />but the pump was not discharging from the mine.at the time of inspection." <br />This should not have been listed as the "east yard pond," but rather the mine <br />pond. <br />On January 22 and 23, 1997 William J. Carter from the Division of Minerals i <br />and Geology completed a partial inspection at the Sanborn Creek Mine. The <br />weather stazted off paztly cloudy on January 22 and was cloudy and snowing <br />on January 23. The inspection was started by driving up Bear Creek to observe <br />the reclamation at that location. Later in the day an attempt was made to <br />drive up to Lower Hubbard Creek. The road to Lower Hubbard Creek was ~ <br />blocked by large rocks less than one quarter of a mile from the old State high- <br />way. The inspection of Lower Hubbard Creek was accomplished by walking I <br />into that location. Snow in this area varied from two to four inches on the i... <br />lower compacted road to over one and a half feet at Lower Hubbard Creek. <br />Sins and Markers: <br />The new signs containing both mine information and explosive information <br />as required in the regulations were observed in all of the accessible locations. <br />It was not practicable or safe to check locations above the Bear Creek and <br />Lower Hubbard Creek sites at this time due to snow conditions. These loca- ~' <br />~.:,, <br />lions will be observed in the spring as soon as access is practicable. ` <br />Roads: <br />1. The roads around the active parts of the mine site were in good condition <br />and were continually being plowed during the two days of this inspection. <br />2. The road to Bear Creek had been plowed recently and was accessible and <br />in good condition at the time of the inspection on 1/22. <br />3. The road to Lower Hubbard Creek is the responsibility of either Delta <br />County or the U. S. Forest Service, and will likely not be opened until <br />Spring. <br />Hydrologic Balance: <br />• All of the ponds observed during this inspection contained small amounts <br />of ice and snow but appeared to be faz below the overflow, except for the <br />mine pond which was discharging clear water. <br />
