c <br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />the road bed. This area will then be backfilled and regraded as <br />necessary to blend the adjacent reclaimed areas prior to replacing <br />topsoil. <br />The reclaimed areas did exceptionally well this year producing a <br />tremendous forage and seed crop from the established grasses. A <br />couple of these areas were grazed by horses this fall. The horses <br />have since been removed and the reclaimed areas look great. The <br />areas that were seeded this fall are relatively stable with the <br />cover crop of sorghum still in place, although as previously <br />mentioned, somewhat battered by the recent winds. <br />one of the main topics of this inspection was to review the <br />groundwater sampling procedures employed by the mine since the <br />operator was conducting the 1995 fourth quarter sampling during <br />this inspection. The operator may be submitting a technical <br />revision to revise the practice of double sampling the wells as <br />discussed in the 1994 Annual Hydrology Report. This practice was <br />started in 1992 as a result of observations made during an <br />oversight inspection and the operator believes that enough data has <br />now being gathered to substantiate that the current procedure minus <br />the first sample is adequate to characterize and monitor the water <br />quality. <br />The current procedure involves checking the water level then <br />removing 5 bailer volumes of water and collecting a sample from the <br />6th and 7th bailer volumes. A portable submersible pump is then <br />lowered into the well and pumped for a time that is determined to <br />be adequate to evacuate three casing volumes of water from the <br />well. The same sampling procedure is then repeated for the second <br />sample. <br />Field parameters for the sampling conducted on 12/06/95 are as <br />follows: <br />Well EH-122 <br />Second sample <br />Temp.- 10.3 degrees C <br />pH- 7.4 <br />Ec- 1891 <br />
