General Comments <br />avid Canning responded to complaints made by neighboring Iandowner.s, Mr. and P1rs. Yorty. <br />'~ey had come in with their Attorney, Mr. McDougal on March 18, 1981 to complain about the <br />~~ex mine. Their concerns were: water quality degradation in Trout Creek; uncontrolled <br />~;t from the mine site; traffic blockage resulting from mining activities; concern that a <br />~rtal was going to be located on their property; and violation of tl~e 100-yard stream <br />~ffeY zone. David Canniny'5 response wa.s as follows; Afr. and Mrs. Yorty would not allow <br />,rater quality monitoring station on their property, therefore he was testing downstream <br />Ater quality on Trout Creek with P&M's upstream station. Dust is created primarily by <br />affic on the county road; the coal is treated for dust control. The traffic problem <br />curred several years ago when a piece of rruniny equipment ran out of gas in the road <br />raining a school bus and a few other vehicles about twenty minutes. The portal the Yourty's <br />•ferred to is not in this permit application. D%rvid Canning said the mine buildings were <br />instructed in 1978 and were not subject to 100-yard boundary.
