III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />spillway of MB-3. MCC has already noted this and plans to correct <br />it soon. Sediment traps on MB-3 and the west side of MB-2R have <br />been cleaned as requested during a previous inspection. The belt <br />scraper located at the portal level above the ditch that flows into <br />D2-7B is scraping coal off the belt and into a pile, which is <br />ending up in the ditch. MCC should consider relocating this <br />scraper further up the belt, or removing the coal pile more <br />frequently. D2-3 requires maintenance. Silt fence has been <br />installed at the water tank oad. <br />SUPPORT FACILITIES <br />Work is continuing of the Lone Pine fan facility. A12 topsoil has <br />been removed and will be seeded. All soil has been removed from <br />the upper cut. MCC plans to product called Silvex (or something <br />similar) on this cut slope to stabilize the slope. MCC has <br />performed a stability analysis on this cut at a 1:1 slope, and the <br />reclamation backfill. In both cases, the factor of safety is or is <br />greater than 1.5. The as-built designs, including the stability <br />analysis, will be included in a revision to the permit once the <br />project is completed. Reclamation of the road used for the <br />exploration in this area will be reclaimed this fall. <br />Demolition of the concrete structure, utilized for barrel storage, <br />was occurring in preparation of the construction of the new covered <br />barrel storage area. <br />007INS.104 <br />
