All final slopes appear stable, closely <br />approximate the pre-mining contours of the area, and the grading <br />has been well matched with adjacent undisturbed areas. Soil <br />sampling has been completed on the reclaimed area and DMG is <br />awaiting the results. Sample analysis will determine the types <br />and amounts of soil amendments necessary to ensure a suitable <br />growth medium. Replaced soil materials are basically devoid of <br />any suitable organic material and it is highly recommended the <br />permittee consider incorporation of organic material during the <br />discing process ( particularly locally grown native hay ) in <br />addition to recommended soil amendments. The final seedbed should <br />be left in a roughened surface condition. Locally grown native <br />hay, instead of straw, should also be considered to satisfy the <br />DMG mulching requirements. <br />We walked all of the reclaimed area and made general <br />observations. The undisturbed area runoff bypass diversion will <br />remain in place as approved until successful vegetation <br />establishment. The diversion appeared stable. Backfill materials <br />have been banked against the diversion for future use when the <br />diversion is approved for removal. The mine entry portal backfill <br />includes a four inch pipe with a valve to monitor any potential <br />mine water build up. This monitoring installation as well as the <br />general portal backfill plans received final approval from the <br />Mine Safety and Health Administration (MSHA) on March 29, 1995. <br />MSHA also provided an initial approval for the portal backfilling <br />plans, including underground waste disposal on February 27, 1995. <br />DMG provided approval for the portal backfilling and underground <br />waste disposal via TR No. 11 approved on March 16, 1995. The <br />Colorado Department of Health, Water Quality Division, was also <br />consulted and provided concurrence for both the underground waste <br />disposal plan and the water monitoring installation. Monthly <br />water level measurements are required at the portal backfill <br />monitoring location. <br />The sedimentation pond embankment was stable with no sign of <br />discharge from the pond. The pond contained a very minor amount <br />of water. We inspected outslopes of the sediment pond and <br />adjacent areas for dicarded machinery as indicated in previous <br />DMG reports and none was evident. It is assumed that the <br />permittee removed all mining equipment or other mining related <br />debris from the permit area. DMG needs to determine the status of <br />the water tanker parked at the mine entrance. This was discussed <br />with Ms. Crosby. This concluded the field inspection. <br />
