III. COMMENTS -COMPLIANCE So~l~he~6 ~--[~/-~~y <br />~~~~~ ~0 ~~~3 <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a partial inspection of the Southfield mine conducted by Jim Stark of CDMG. <br />The mine is in permanent cessation and all of the initial reclamation (structural <br />demolition, backfilling and rough grading, topsoil replacement and the seeding of a <br />cover crop) has been completed. The mine has applied for a Phase l Bond Release <br />and the Division is still in the process of reviewing the application. The weather was <br />cool, windy and sunny and the ground was mostly dry. <br />Signs and Markers: All of the required signs (including the mine ID sign, permit <br />boundary markers, the ID sign at the refuse pile and topsoil markers) were in place. <br />The signs at the loadout were also in place. <br />Roads: -The mine access road was well maintained and appeared to be stable and <br />in good condition. There was some very minor rutting due to the recent wet weather <br />but they do not appear to be a problem at this time. <br />-The haul road to the refuse pile was also well maintained and appeared to be <br />stable and in good condition, <br />-The road around the east and north sides of the refuse pile to Pond 4 (and the <br />regraded pond 3 area) was well maintained and appeared to be stable and in <br />good condition. <br />- The road to the explosives bunker was well maintained and appeared to be stable <br />and in good condition. <br />Hydrologic Balance: -Pond 4 contained a very small amount of water at the time of <br />the inspection, The pond was well vegetated and appeared to be stable and in <br />good condition. There were no signs of erosional problems on the pond <br />embankment at the time of the inspection. Pond 4 is aself-dewatering pond. The <br />dewatering pipe is equipped with a trash rack and antivortex device. <br />- Pond 5 was dry at the time of the inspection. The pond was well vegetated and <br />appeared to be stable and in good condition. There were no signs of erosional <br />problems on the pond embankment at the time of the inspection. Pond 5 is a self- <br />dewatering pond. The dewatering pipe is equipped with a trash rack and antivortex <br />device. <br />- The 100-year ditch around the refuse pile appeared to be stable and in good <br />condition. Water has flowed in this ditch in response to the recent precipitation and <br />the ditch remains in good condition. No erosional problems were noted in the ditch <br />at the time of the inspection. <br />-The roadside ditches appeared to be well maintained and in good condition. <br />- The two ponds at the loadout were dry at the time of the inspection. The pond <br />embankments were well vegetated and in good condition and showed no signs of <br />erosional problems. <br />
