Dept. of iJatura! Resa~rces <br />I was generally very pleased with the inspection of the Climax Mine con- <br />ducted by yourself and your associates, Messrs. Richardson, Lucas, Jones <br />and Savage on July 28, 1981. I`m sorry you were not able to visit again <br />for a more extensive and informal tour with just yourself and me. <br />With respect to the Annual Report, there was some confusion on my part <br />as to whether or not the anniversary date changed with Board approval <br />of the Amendment on November 19, 1980 and approval of the revised bond <br />on February 5, 1981. The statute and regulations are ambiguous on the <br />issue. An anniversary date of March 4th each year is certainly accept- <br />able to us. I am submitting the Annual Report to you concurrently with <br />this letter. <br />With respect to backfilling and grading, the erosion rills and gullies <br />noted along No. 1 Dam will first be filled with cycloned tailing and 'then <br />covered with waste rock during final reclamation. Thank you for the com- <br />pliment on our stabilization efforts on steep road cuts. <br />With respect to topsoil handling, the soil you observed being wasted was <br />indeed slated for stockpiling. The fact that it was being wasted was, <br />as you indicated, a conmiunications problem. However, it was not a viola- <br />tion. The source of the soil was a haul road construction area. The <br />stripping or pushing aside of topsoil during haul road construction is a <br />procedure which serves the dual purpose of enhancing road stability and <br />salvaging topsoil. The soil is either hauled immediately to the stockpile <br />or left beside the road to be hauled at some later date. We have committed <br />to the salvage of a designated quantity of topsoil.
