III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made - <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Roads <br />Road surfaces and drainage structures were in good condition. Maintenance had been <br />recently performed in various areas including road ditches in the vicinity of the UTL. <br />Hydrologic Balance <br />All sediment ponds and SAE sumps were dry, with the exception of Pond 8, which <br />contained a shallow pool of water. The water in Pond 8 is likely alluvial water due to the <br />relatively high river levels this spring and the fact that very little sediment has accumulated <br />in the pond since it was last cleaned out. Pond 9 sediment had been cleaned out since the <br />previous inspection. Drainage and sediment control structures at the various disturbed <br />areas appeared to be properly maintained and functional. Minor silt fence repairs warranted <br />at the 2West Portal disturbance in one location. <br />Minewater Discharge Point 016 was checked on the morning of June 18. Discharge was <br />clear, flow rate was 250 gpm. Tonya Hammond recorded field measurements: pH 7.1, EC <br />1960 um, Temp. 24.2 deg. C. <br />Backfilling and Grading <br />Backfilled areas at the various reclaimed locations appeared stable, with no evidence of <br />excessive erosion or slumping. A small developing gully was observed at the reclaimed <br />RSRDA borrow area near the upper end of the main riprapped drainage channel. Some <br />debris clean-out, minor grading and/or berming is necessary to direct all flow from the <br />upland drainage into the riprapped channel. The small gully should be repaired. <br />Processing Waste <br />A detailed evaluation of compliance with respect to offsite impact prevention and <br />reclamation success is included previously in this report. <br />Minor grading is warranted at the far west end of the second terrace drain on CRDA-2, <br />where some flow had escaped the drain at one location and caused a short, shallow gully. <br />Cooly material from clean-up along the conveyor corridor was being placed along the <br />temporary road up the east side of CRDA-1. Upon conclusion of the current project, <br />including grading and compaction of the material, the terrace drains will need to be <br />extended into the riprapped perimeter ditch, or water bar/road dips will need to be re- <br />installed at the proper frequency. <br />If the elevation of the material being placed along the road segment reaches the elevation of <br />the adjacent reclaimed slopes, it will be necessary to strip off the cover soil before <br />additional placement of waste material. The salvaged soil material will need to be stored <br />and stabilized in a designated soil stockpile location. <br />
