III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made . <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />The compacted area on the top of the pile where trucks have turned around will need to be <br />ripped and seeded upon completion of the current project (or the soil should be stripped <br />from the turn-around area to accommodate future disposal, and stockpiledl. <br />Suooort Facilities <br />The conveyor corridor reclamation project had been initiated the previous Friday. The <br />project will involve clean-up of cooly debris, grading, topsoiling and revegetation. A <br />summer seeding (early July) will be done, using the lowland seedmix. Seedbed preparation <br />soil roughening will be done immediately prior to seeding. <br />Topsoil and Revegetation; Reclamation Success <br />2002 seeded areas at the refuse disposal areas are discussed previously. Other areas <br />seeded in 2002 include the B Substation site, the Ot6 Discharge Site, the North Portal <br />Area, the CBA-2 Borrow Area, and disturbed areas along the Coal Creek permanent channel. <br />There has minimal germination and growth to date at the RSRDA borrow area (fall 2002 <br />seeding). Whitetop weed patches are present along the perimeter of the borrow area <br />disturbance, and continued control efforts will be needed. <br />At the North Portal Area (also seeded fall 20021, there is good initial establishment in lower <br />portions of the site, with markedly less establishment along upper portions of the site, <br />specifically the northwest '/s to 1/3 of the site. These areas will need to be assessed over <br />the next couple growing seasons. <br />Perennial establishment in other areas seeded in 2002 appears quite promising in general. <br />The 2West Portals and South Fan sites were seeded in fall 2000. There is good <br />establishment of seeded species in most areas, with the exception of upper steep slope <br />portions of the regraded portal slopes at the 2West Portals site. The operator will obtain <br />soil samples from various locations exhibiting good and poor vegetative establishment, to <br />evaluate whether soil amendments may be warranted, in addition to seeding. Mitigative <br />treatments are planned for this fall. <br />The North Decline reclaimed area was initially revegetated in the early 1990's, with follow- <br />up remedial treatment (ripping and seeding) in some locations in 1997, and revegetation of <br />disturbance associated with Ute Water Line replacement in the fall of 2000. Cheatgrass <br />competition has been a problem at the North.Decline, but good shrub establishment and fair <br />perennial grass establishment has been achieved in some portions of the initial seeded areas <br />and the 1997 treatment areas. Very good perennial establishment has been achieved in the <br />2000 seeded area. Results of the 2000 seeding indicate that successful perennial <br />establishment is possible, given the right conditions, despite the heavy cheatgrass <br />competition. Relatively large areas of heavy cheatgrass growth with minimal shrub cover <br />occur in the northwest and southeast portions of the site. Remedial treatment would <br />
